I tried putting some custom CSS in that CUSTOM.CSS file and indeed, it didn’t seem to make any difference. Turns out this file doesn’t have any impact anymore since version 32.

It IS possible to change the scrollbar for Chrome with custom CSS though, see http://codepen.io/senff/pen/BlrKe

I think the scrollbar is ridiculously small as well and I can’t blame you for wanting to change it. Have you tried other browsers? IE and Firefox probably have a scrollbar that’s not styled like the one in Chrome.
