jQuery Mobile’s going to have a much less steep learning curve. Most front end developers are already familiar with jQuery, which will help greatly, but Sencha Touch is built on Ext.js or whatever it is, and has an MVC type architecture which is a lot more advanced than anything you’ll encounter in jQuery.
So your question was about which is best for getting started in mobile app development, and I would definitely say jQuery Mobile.
