Does the new version of WP not use p tags anymore?

I went into a site to edit a privacy policy that i had added a few weeks before, and found that all the P tags on the pages are non existent throughout all the sites.

The CMS used has nothing to do with the front end code.

Check the plugins, some will remove them. The TinyMCE editor has a checkbox where you can have them keep the paragraph and break tags in tact.
