@CodeGraphics, it’s an absolutely positioned pseudo-element with that cut out background 2em’s above it’s element.
If you mean CSS or Photoshop – then it’s photoshop. Here’s the image…

Go to the site. Open the Dev Tools. Look at .panel:before. Copy it into CodePen and play with it. :)

I understand that you’re here for help, but you’re going to find that people will be more willing to assist you if you stop asking them to do the work for you.
The OP has a long history of asking for help without apparently being willing to put in any work.
