I really like this website http://www.say-architects.co.uk which template would be best to adapt easily to create similar?

If it is that simple, it would be relatively simple to recreate.
I believe that the ‘underscores’ or ‘_s’ template is a popular starting ‘blank’ template.

Yeah I would agree with @Paulie_D on this one, I thing it would be much more simple to make it from scratch than use a theme here, it’s quite a bespoke layout also.
