    Is it possible to develope a wordpress website on… say a Media Temple (GS) Grid Service plan and only allow the developer or designer to view the site (Username and Password) and not allow any search engine to index those pages under development. After finishing the design and development and once everything is good to go, then allow public access to the site being developed.
    Is this possible?

    Of course! This can easily be done with .htaccess.
