The linked animation is Flash.
It could be done with CSS animations but it would require a number of images ( I’m thinking at least 3, maybe 4) and separate animations for each moving element.

i have built this machine in photoshop.can u plz explain me in steps how to do it with css animations??
i have saved my moving objects seprately, then i apply the required animation like rotations ect but my animations are not syncronized :( .
from now on its only tweaking until you get the timing.there is no magic way for this.
im sure there is some math but too much for this task.
the only suggestion i could give is play with transform origin so you can rotate your parts from the right point
