bar in my footer to expand according screen

i have a bar in my footer , this bar will expand when according to screen size , how can i use this …?

i make a bar in separates div ,i think i should put a background in this div and also put another background by using same picture for a whole div footer …

how can i solve this problem …???

look at the first section ( GRAY ), it is expand to fit screen and shrinking when the screen will be small .
