Im using html as my input source and css as the way the text it displayed. I was wondering whether there is a way of generating an xml form so that anyone, non-html literate, can add or remove text taking into account the heading of a piece, links and the main content.

If you're talking about MS' XML island I wouldn't recommend it. You could, after all, make the whole page in XML, thanks to XSLT - the transforming language.
