I maintain the web site for our local curling club. I want to overlay the club logo outer white space with the background so that the logo merges into the page better. The white space on the inside of the logo should not be overlaid.

Are there any simple tools which will help in doing this?
Do you mean like the image below? The best tool to use is Adobe Photoshop. CS3 is the latest version of the software.
To get the logo away from the surrounding white border you would use the "magic wand" tool which selects all of the white area, then choose select=>inverse then copy and paste over blue background.
