Sounds to me your looking to get out of doing the excess work to build it on wordpress, which I would consider lazy. I assume this because I've done the same thing.
You really have to answer this for yourself, do you want to build websites on wordpress for you clients? The best way to show off what you can do is to build your portfolio site as good as you can do, whether or not you really need it.
On the bright side, you'll be able to expand and modify it easier in the future, if you get the wordpress foundation down now.
I read one book that became the seed to learn more. Sitepoint offers a great book to get you started which covers the basic html/css and works you through a real world project development. WordPress is a great platform, but starting with a strong understanding of the basics and concepts will allow you to understand more.
If you don't plan on having a lot of content or content changes in the future - then no, there is really no pressing reason it needs to be in Wordpress.
Especially since you say this is your first site, getting familiar with the HTML/CSS is probably much more beneficial.
You do not have to use Wordpress to build websites of any kind. @Treyrust assuming it is based on laziness is completely naive. It is up to you to determine if your website needs a blogging platform and/or a Content Management System. Wordpress is just a tool in creating these options. So to answer your question fairly, it is completely okay to use CSS and HTML alone.
I also agree with @ChristopherBurton, Wordpress is just one of many tools in the toolbox. Using just HTML and CSS alone will give you more flexibly and freedom to design and create a better site. It most cases Wordpress can be unnecessary to use and tends to heavy, and cluttered. More professional web agencies are staying away from Wordpress and going towards different blog systems like http://posterous.com/. Its your decision which way you go, but not using Wordpress and using only HTML and CSS doesn't make you lazy it makes you smarter.
according to me start with blogger then rush to wordpress ,, because in blogger there is lack of plugins and bloggers code by themselfs and use tutorials from sites , this makes you learn html and css with time , but in case of wordpress everything is quite simple , there are ample plugins and themes are available for everything , for example -- you wanna add a image slider in blogger than you will have to get whole script from some developers and than apply it by your own hands but in case of wordpress -- its just a one click job
so just go for blogger and then after some time shift to wordpress --- you can watch out my first blogger website http://www.jasica.in
