The black is a background image and each colored arrow is an overlay image that enhances it and activated per div that is hovered over. I'm assuming this will require some javascript as well (jQuery please!)
If anyone has come across something like this, please do tell...and if you'd like to help...that would be awesome as well!

If I understand you're intention correct, then you can do this also without javascript with pure css popups
