Developing a site with e-commerce capabilities locally with

Hi everyone, I'm Kenneth and i'm new here.
I have some simple boring questions :) .
Do forgive me for that ;)
I have WAMP isntalled on C Drive for developing my Wordpress sites and i have a folder on my D drive that stores all the static sites i've made.
Can i still create a shopping cart using FoxyCart but locally test it? Do i need a live server to test the whole thing.
I've registered an account and the first step is setting up a store. I have some questions on some fields:
Store URL: I don't have one (I'm developing on localhost)
Logo URL: The logo is on a local machine
Can i still proceed and develop? Before i make the site live?

Yes you can. Since all of the links that FoxyCart gives you are absolute, you should have no problem testing locally. To further confirm that, I've done it myself!
