That site is using jQuery but mostly custom scripting! It would be easier to develop a similar site using jQuery UI.
I'm sure I missed something, but tabs will allow you to change the side window and draggable will allow you to move the icon/text around the shirt. Php will be required to handle the image file upload and modifying icon colors.
Any thing you got to work on that,.. My self working on to create the exact same thing for me. Please let me know if you have started on that, i have stated the work on that, if you got any script from here or there please update me here.

And i have no idea how to make Design Studio ... I only know that it can be done using GD library..
